Governor Scott discusses Canadian affairs during a trade mission to Quebec

STEWART: GOVERNOR PHIL SCOTT LEADED A DELEGATION FROM VERMONT TO QUEBEC THIS WEEK, HIS FIRST TRADE MISSION SINCE THE BEGINNING OF THE PANDEMIC. AND HE LIKED WHAT HE HEARD. MONTREAL BUSINESS LEADERS, HE SAID, WANT TO EXPAND INTO VERMONT, JOINING CANADIAN BUSINESSES ALREADY HERE. WE SPOKE WITH HIM FROM MONTREAL ON THE LAST DAY OF HIS TRIP. GOVERNOR PHIL SCOTT, WELCOME TO NBC 5 IN DEPTH. GOV. SCOTT: THANK YOU FOR SIGNING ME UP. GREAT TO BE HERE IN MONTREAL. STEWART: I BET. TRIP NUMBER EIGHT IN CANADA SINCE YOUR ELECTED GOVERNOR. DOES THIS FEEL DIFFERENT? GOV. SCOTT: IT’S DONE IN SOME WAYS BECAUSE IT’S THE FIRST SINCE 2018. THE PANDEMIC HAS STOPPED THAT, AND SOMETHING WE STARTED IN THE START. I TALK A LOT ABOUT THE IMPORTANCE OF OUR RELATIONSHIP WITH CANADA AND QUEBEC IN PARTICULAR, SO IT’S PLEASED TO BE BACK HERE. STEWART: YOU MEET BUSINESS OWNERS, WITH SOME ELECTED LEADERS. I SAW THAT YOU MET WITH THE MAYOR OF MOUNT ROYAL. I WONDER, WHAT KIND OF RECEPTION DO YOU HAVE UP THERE? GOV. SCOTT: EVERYTHING IS POSITIVE. THEY LOVE VERMONT HERE IN MONTREAL. MANY OF THEM HAVE COME TO VISIT AND SPEAK HIGHLY ABOUT WHAT WE HAVE TO OFFER. SO THERE IS A LOT OF INTEREST IN VERMONT, AND THEY WANT TO BE ABLE TO SET UP BUSINESSES THERE AND ALSO COME AS TOURISTS, SO EVERYTHING IS POSITIVE. NOTHING NEGATIVE. STEWART: BUT IS IT VERMONT OR THE UNITED STATES? IT SEEMS THAT AMERICANS ARE TREATED VERY WELL IN GENERAL. GOV. SCOTT: US, BUT I MUST SAY VERMONT IN PARTICULAR. THEY HAVE A LOVE FOR VERMONT. IT MAY BE BECAUSE OF OUR SHARED CULTURE. SO MANY SIMILAR NAMES, OUR VALUES ARE THE SAME. WE HAVE SO MUCH IN COMMON. THEY LOVE TO COME TO VISIT. THEY LOVE IT WHEN WE COME TO VISIT THEM. STEWART: I’VE SEEN SOME OF THE PHOTOS THAT CAME OUT ONLINE, AND THEY ARE NOT DINING YOU AT THE WAYSIDE DINER. [LAUGHTER] GOV. SCOTT: WELL, I DIDN’T HAVE DINNER A LOT, TO BE HONEST WITH YOU. WHEN YOU ARE AT THESE MEETINGS, THERE ARE DINNERS AND MEALS, BUT IT’S JUST TOO BUSY. WE HAVE BACK TO BACK MEETINGS ALL THE TIME WITH INDIVIDUAL COMPANIES, INDIVIDUAL PEOPLE IN GOVERNMENT, MEET US AMBASSADOR TO CANADA, WENT TO VISIT MANUFACTURING PLANT THAT BUILDS ELECTRIC WATERCRAFT. THERE WERE 70 EXHIBITORS, 1300 PARTICIPANTS, 100 SPEAKERS. WE ARE ONE OF THE THREE STATES HERE OFFICIALLY, WHICH MAKES IT VERY INTERESTING. WE ALSO HAVE SEVEN VERMONT COMPANIES HERE. STEWART: VERMONT NOW HAS A TRADE OFFICE IN MONTREAL? GOV. SCOTT: THERE ARE A NUMBER OF STATES, AND I HAVE FOUND OVER THE YEARS OF BEING GOVERNOR NOW, THAT HAVE A FOOTPRINT IN WASHINGTON, DC, THEY HAVE OFFICES THERE. WE HAVE NOTHING OUTSIDE OUR BORDERS SO FAR, AND WE HAVE NOT CHOSEN WASHINGTON, DC WE HAVE CHOSEN MONTREAL. SO WE HAVE A RELATIONSHIP WITH A COMPANY, AND THEY HAVE A SIGN IN THE BUILDING SHOWING THEY REPRESENT THE STATE OF VERMONT. IT HAS PROVEN SUCCESSFUL TO SET UP THESE MEETINGS AND STILL TRY TO RESTORE THE GREAT RELATIONSHIP WE HAVE BEFORE AND MAKE IT EVEN BETTER. STEWART: WHERE DO YOU SEE AN OPPORTUNITY TO EXPAND TRADE WITH VERMONT? GOV. SCOTT: IT’S ALMOST EVERYWHERE IN TERMS OF MANUFACTURING, IN TERMS OF SOME OF THESE COMPANIES, ESPECIALLY IN AEROSPACE, WE HAVE THIS AEROSPACE CORRIDOR THAT COMES UP TO CONNECTICUT. THE WHOLE SUPPLY CHAIN MUST SUPPORT IT. WE NOW HAVE THE BETA IN VERMONT TERMS. THIS SET US ANOTHER BENCHMARK. SO WE HAVE ALL BECOME MORE INTEGRAL. THE VERMONT CHAMBER OF COMMERCE HAS BEEN WORKING ON THIS FOR A NUMBER OF YEARS AND HAS DONE A GREAT JOB IN ENSURING WE ARE ON THE MAP. WE DO A HUGE AMOUNT OF BUSINESS WHEN YOU THINK OF GLOBAL AEROSPACE INVESTMENT IN VERMONT. NOT EVERYBODY THINKS OF IT, BUT IT IS WELL ESTABLISHED AND GROWING. STEWART: VERMONT IS COMPETING IN AEROSPACE WITH AN AGGRESSIVE EFFORT IN NORTHERN NEW YORK, WITH FORMER AIR FORCE BASE PLATTSBURGH. WE HEAR ABOUT IT ALL THE TIME. GOV. SCOTT: I HAVE HEARD ABOUT IT. YES, THIS IS A FRIENDLY CONTEST. I MEET SOME OF THEM. THEY ARE HERE TOO. BUT THERE IS PLACE FOR ALL OF US. WHEN YOU THINK OF THE CORRIDOR WE COMPETE IN, BUT COLLECTIVELY EVERYTHING IN THIS NORTHEAST CORRIDOR, IF WE REALLY DETERMINE WHAT WE DO BEST, WHAT WE CAN ADD TO THIS GROWING INDUSTRY AND EVERYONE IS DOING OUR PART INDIVIDUALLY AND COLLECTIVELY WORKING TOGETHER, THEN WE CAN BE A FORCE AGAINST WHOM AGAINST. STEWART: WHAT CAN THE GOVERNOR OF VERMONT OFFER YOU WHEN YOU HAVE THESE CONVERSATIONS? THEY MAY HAVE A SPOT FOR VERMONT, BUT MONEY TALKS. GOV. SCOTT: WE HAVE A NUMBER OF PROGRAMS AND WE HAVE DONE SOME THINGS OVER THE YEARS THAT MAKE IT MORE CONDUCTIVE. WE REMOVE THE TAX ON AIRCRAFT PARTS, FOR EXAMPLE. WE HAVE A NUMBER OF INCENTIVES THAT ARE NOT HUGE, BUT THEY ARE SOMETHING. WE DO EVERYTHING WE CAN TO MAKE SURE WE ARE AT THE TABLE, AND AT LEAST THEY LISTEN. SO THE PURPOSE OF THIS TRIP IS NOT JUST AEROSPACE. WE HAVE MET A NUMBER OF OTHER COMPANIES WHO JUST WANT TO ESTABLISH A FOOTPRINT IN THE USA. WHAT WAS THE BEST PLACE THAN VERMONT, WAS COMMON CULTURES, COMMON THEMES AND CLOSE PROXIMITY? IT MAKES ALL SENSE FOR THESE COMPANIES IF THEY CAN MAKE THE DOLLARS WORK. STEWART: WHAT KIND OF CONVERSATION DID YOU HAVE WITH THE MAYOR OF MOUNT ROYAL, WHO IS ALSO KIND OF A KEY PLAYER IN MONTREAL’S ECONOMIC DEVELOPMENT? — ECONOMIC DEVELOPMENT? GOV. SCOTT: WE HAVE TALKED A LOT ABOUT THE PANDEMIC AND WHAT THEY’RE DOING RIGHT NOW, AND HOW THEY’RE REBOUNDING. WE HAVE SEEN A LOT OF TOURISTS HERE IN MONTREAL, AND THEY SEEM TO BE WELL. I THOUGHT IT WAS INTERESTING WHEN I ASKED ABOUT TOURISM AND RESTAURANTS AND SO, AND HOW THEY RETURN, AND HE SAID THERE ARE SO MANY PEOPLE LIVING IN THEIR COMMUNITY, DOWNTOWN, THAT THEY DID NOT SEEN THAT IT WAS NEGATIVE AFFECTING THEM AS THEY THINK. I THOUGHT THAT WAS KEY FROM MY VIEWPOINT BECAUSE WE ARE TRYING TO WORK THROUGHOUT VERMONT TO RESTORE SOME OF OUR COMMUNITIES, TO REVIGORATE THESE DOWNTOWNS, AND I THINK THAT IS KEY. WHEN YOU HAVE PEOPLE LIVING IN CITY CENTERS, THEY ACTUALLY ARE TRADE IN CITY CENTERS TOO, SO IT’S NOT AS CYCLIC AS IT MIGHT BE. STEWART: HAVE YOU TRYED ANY OF YOUR NEW FRENCH PHRASES, GOVERNOR? GOV. SCOTT: YES, THANK YOU AND HELLO MY FRIEND, THIS TYPE OF THING. STEWART: IS THIS ABOUT? GOV. SCOTT: THIS IS ABOUT IT. IT IS A WORK IN PROGRESS. STEWART: GOVERNOR SCOTT, THANK YOU FOR BEING WITH US. GOV. SCOTT: THANK YOU FOR SIGNING ME UP. STEWART: BUT IN THIS POLITICAL SEASON, WE ASK HIS CHALLENGER IN THE NOVEMBER DEMOCRATIC ELECTION, BRENDA SIEGEL, ABOUT SCOTT’S BUSINESS TRIP TO QUEBEC. SHE TOLD US THE GOVERNOR OF VERMONT SHOULD BETTER SUPPORT BUSINESSES ALREADY IN VERMONT. “THERE ARE MANY EMPLOYERS WHO NEED OUR SUPPORT AND HELP
